Once fully implemented, all B2B and B2G transactions must be electronically transmitted through an FTA-accredited Service Provider (ASP) in real time, replacing traditional paper or PDF invoices.

During the current voluntary phase, businesses across all jurisdictions can opt in early if both buyer and seller agree. This proactive approach allows companies in both free zones and the mainland to integrate their existing invoicing or ERP systems with an ASP and align with FTA technical standards, gaining benefits like smoother VAT reporting, reduced human errors, and faster processing. Early adoption is strongly encouraged, as it helps businesses avoid last-minute implementation challenges and compliance risks once the system becomes mandatory.

When the mandatory phase begins, companies meeting specific thresholds such as revenue or transaction volume will be prioritized in the first rollout. Full details on eligibility and timelines will be confirmed in updated legislation expected by Q2 2025. To comply, all businesses must ensure their invoicing software connects with an ASP via API, XML, or SFTP. The ASP will validate each invoice, convert it into the standardized UAE XML format, and transmit it directly to the FTA. Only finalized tax invoices are included, while proformas, quotations, and estimates remain outside the system’s scope.
