Do UAE Travel Agency Businesses Need to Use E-Invoicing?

Travel agencies in the UAE, whether operating under a Dubai mainland license or a UAE free zone license, will soon be required to comply with the country’s e-invoicing system. Introduced by the Federal Tax Authority (FTA), this system is part of the UAE’s national plan to modernize tax compliance. While e-invoicing is currently optional, it will become mandatory in stages starting from June 2026. The first phase will apply to businesses that cross a certain annual revenue threshold, with more businesses included in later phases.

E-invoicing is not the same as simply emailing a PDF invoice. It involves issuing structured invoices in an official XML format, which must be validated through an Accredited Service Provider (ASP) and then submitted to the FTA in real time. This requirement applies to any VAT-registered business, including travel agencies that provide taxable services such as flight bookings, hotel reservations, visa assistance, and tour packages. Even if a travel agency issues a quotation or proforma invoice, a final tax invoice must still be generated once a sale is confirmed and reported through the e-invoicing platform. This is required even if the customer does not explicitly request the invoice. The final invoice must include full details such as service descriptions, quantities, unit prices, and VAT.

Travel agencies using their own invoicing or booking software can continue doing so. However, the software must be able to connect securely with an Accredited Service Provider using approved channels such as API, XML, or SFTP. Without this integration, the business will not meet the upcoming legal requirements. It is also a good time for agencies to review their tax setup, including VAT registration and corporate tax registration, to ensure all systems and records are up to date.

Quotations, estimates, and proforma invoices are not affected by the e-invoicing rules and can still be issued as part of the sales process. Only the final tax invoice must be submitted through the official platform.
