Do UAE Consultancy Businesses Need to Use E-Invoicing?
Consultancy businesses in the UAE will need to adopt e-invoicing, but it is not mandatory yet. The UAE is introducing a national e-invoicing system that will become compulsory in stages starting from June 2026. This system is part of the government’s plan to modernize tax reporting, increase transparency, and reduce errors in VAT compliance across various sectors, including consultancy services.
Whether your consultancy operates under a Dubai mainland license or a UAE free zone license, the e-invoicing requirement will eventually apply if your business is VAT-registered and offers taxable services. E-invoicing is not just about emailing a PDF invoice. It involves generating a tax invoice in a specific XML format and submitting it through a government-approved Accredited Service Provider (ASP). The ASP validates the invoice, passes it to the client’s ASP, and reports it to the Federal Tax Authority in real time.
Consultancy businesses must issue a proper tax invoice for every taxable transaction. Even if a client pays based on a quotation and does not request an invoice, a compliant invoice still needs to be generated and reported through the e-invoicing system. Quotations, estimates, and proformas are not part of this process and can continue to be sent as usual without submission to the Federal Tax Authority. While the use of e-invoicing is currently optional and only applies if both the consultancy firm and the client agree, it will become mandatory starting in June 2026 for businesses that exceed specific revenue thresholds. These thresholds and further implementation details are expected to be announced by the Ministry of Finance by mid-2025.
If your consultancy business already uses invoicing software, you can continue doing so, but it must be integrated with an Accredited Service Provider. Integration must support secure channels such as API, XML, or SFTP, since only ASPs are authorized to validate and report invoices to the FTA.
