Are Quotations and Proformas Affected by UAE E-Invoicing?

With the UAE gradually moving toward mandatory e-invoicing, many businesses are wondering whether this change applies to documents like quotations, proformas, and estimates. The short answer is no. These documents are not affected by the UAE’s e-invoicing system. Only final tax invoices need to go through the official process set by the Federal Tax Authority (FTA).

E-invoicing in the UAE is designed to ensure that tax invoices are issued in a structured digital format and reported in real time to the FTA. This process involves sending the invoice from your accounting system to an Accredited Service Provider (ASP), who then validates and converts it into the required XML format before it reaches the FTA. This applies to business-to-business (B2B) and business-to-government (B2G) transactions once the system becomes mandatory starting in phases from June 2026.

However, quotations and proforma invoices do not represent completed sales and are typically used to share pricing, terms, or other preliminary details with potential customers. Since they do not trigger VAT obligations, these documents are excluded from the e-invoicing process, meaning you can continue issuing them in your usual format without submitting them to an Accredited Service Provider (ASP) or converting them into XML. Once a sale is confirmed and becomes taxable, though, a proper tax invoice must be generated and processed through the e-invoicing system, even if the customer does not request it, to ensure compliance with VAT laws and accurate reporting to the Federal Tax Authority (FTA).
